Digitalizing regulatory services for the energy sector
National regulatory authority modernizes how it interacts with regulated companies through integrated digital services
Challenge
The national regulatory authority needed to modernize how regulatory services were delivered to companies operating in the energy and water sectors. Many procedures still relied on fragmented workflows and manual coordination across departments, creating operational complexity for both staff and regulated entities.
At the same time, the organization required stronger coordination between internal processes, along with the ability to connect with other government platforms to validate information and streamline regulatory operations.
Another key requirement was the ability to maintain a consolidated view of each regulated entity, including authorizations, process status, and historical interactions.
Solution
Quanam implemented a process management ecosystem based on Apia BPM to support digital regulatory services and orchestrate the internal workflows behind each request.
The platform structures tasks, approvals, business rules, and validations required to complete regulatory procedures, ensuring full operational traceability.
The solution also connects with government platforms through APIs and services, allowing automated validation of information and reducing duplicate data entry across systems.
To support operational oversight, Odoo was incorporated as a management layer, consolidating records, authorizations, and documentation generated by the processes and enabling a unified view of regulated entities.

Benefits
The value behind the solution
Better user experience
Organizations can now manage authorizations and regulatory services through a clearer and more accessible process.
Stronger oversight and process visibility
Regulatory procedures now include end-to-end traceability of validations, approvals, and resolutions.
Unified operational view
The authority can manage information about regulated organizations from a single environment, improving operational monitoring and coordination.
Our methodology
The project followed a collaborative approach that included working sessions with institutional stakeholders to identify priorities, define regulatory workflows, and structure the required services.
Based on this analysis, end-to-end processes were designed and iteratively validated with operational teams before implementation, ensuring alignment with both regulatory requirements and internal procedures.
