Digital platform for municipal services management
Local government digitizes registration and management of community programs
Challenge
The local government delivers a broad portfolio of community programs, including sports activities, educational workshops, and food support initiatives.
Program management was fragmented across multiple tools and, in many cases, supported by spreadsheets. This made it difficult to maintain reliable beneficiary records, ensure service continuity, and manage operations efficiently.
The organization also needed to enable online registration for residents, reducing administrative friction while creating a scalable model capable of supporting new programs without continuous software development.
Solution
We implemented a BPM-based digital platform built on Apia to manage the full lifecycle of municipal programs.
The solution enables residents to register online for community programs, while municipal staff manage validation, approvals, and program administration through a structured back-office environment.
A single beneficiary registry was created to consolidate participant information previously scattered across programs and spreadsheets.
The platform was also designed around a configurable program catalog, allowing new initiatives to be created and managed within the system without requiring custom development.
Benefits
The value behind the solution
Simplified access to
municipal programs
Online registration allows residents to access services without in-person procedures or administrative delays.
Unified resident information
A centralized registry provides a consolidated view of participants across programs, improving coordination and continuity of services.
Scalable service management
The catalog-based model enables the municipality to introduce new programs without redesigning the system or depending on additional development.
