Challenge

The local government delivers a broad portfolio of community programs, including sports activities, educational workshops, and food support initiatives. 

Program management was fragmented across multiple tools and, in many cases, supported by spreadsheets. This made it difficult to maintain reliable beneficiary records, ensure service continuity, and manage operations efficiently. 

The organization also needed to enable online registration for residents, reducing administrative friction while creating a scalable model capable of supporting new programs without continuous software development. 

Solution

We implemented a BPM-based digital platform built on Apia to manage the full lifecycle of municipal programs. 

The solution enables residents to register online for community programs, while municipal staff manage validation, approvals, and program administration through a structured back-office environment. 

single beneficiary registry was created to consolidate participant information previously scattered across programs and spreadsheets. 

The platform was also designed around a configurable program catalog, allowing new initiatives to be created and managed within the system without requiring custom development.
