The Technological University of Uruguay needed to establish its administrative structure to support financial, budgetary, and human resources operations in compliance with public sector regulations. 

The institution required tools to plan resources, manage procurement and assets, ensure internal controls, and operate under clear standards of traceability and consistency. 

A Government Resource Planning (GRP) Odoo-based system was implemented, leveraging a model previously developed for public sector institutions and adapting it to the university environment. 

The platform integrates core administrative processes within a single system, aligned with regulatory requirements and designed to support institutional operations over time. 

The solution consolidates financial, budgetary, and human resources management under shared governance rules, ensuring consistency, control, and operational reliability.
