Challenge
Public sector workforce management operated across multiple agencies, handling large volumes of information and thousands of users under common regulatory requirements but heterogeneous processes.
The scale required managing millions of records while ensuring operational consistency, security, and performance across all government divisions. The challenge was to consolidate a single model capable of sustaining homogeneous, traceable workforce management throughout the Central Administration.
Solution
A Human Capital Management (HCM) platform based on Odoo was designed and implemented, reusing prior government developments and incorporating modules for catalogs, digital CV, digital personnel records, and performance evaluation.
The solution operates under a centralized model, integrates with GubUy, Uruguay Concursa, and SGH, and evolves modularly at national scale. This established a single, consistent, and secure environment for managing public sector talent.
