Social Security Institute unifies financial, administrative, and HR processes into a single nationwide platform
Challenge
Uruguay’s National Social Security Institute relied on multiple disconnected tools and workflows, making it difficult to consolidate financial, budgetary, and human resources information into a unified institutional view.
Operating at nationwide scale required stronger traceability, automation, and standardization of critical processes. Additionally, it was necessary to reinforce regulatory compliance and reduce dependence on closed platforms that limited technological autonomy and long-term system evolution.
Solution
An integrated platform based on Odoo was designed and implemented to centralize administrative, financial, and human resources management within a single institutional environment.
The solution includes 25 modules structuring core organizational processes, incorporating internal self-service capabilities, a supplier portal, and electronic invoicing within an interoperable architecture aligned with the national public sector framework.
Selecting Odoo as the technological foundation enabled the institution to build on open standards, reduce reliance on proprietary licenses, and ensure continuous evolution aligned with technological sovereignty and operational efficiency.
